The Thirteenth International Congress of Theoretical and Applied Mechanics was held in Moscow from Monday, 21 August, to Saturday, 26 August 1972. About 2500 participants from 37 countries all over the world attended the congress that was convened by the Congress Committee of the International Union of Theoretical and Applied Mechanics. The local or ganization lay in the hands of the Organizing Committee, established by the USSR National Committee on Theoretical and Applied Mechanics. The USSR Academy of Sciences rendered partial financial help to the organization of th8 congress. The Organizing Committee was assisted by the Institute of Problems of Mechanics of the USSR Academy of Sciences, by the Research Institute for Mechanics of Moscow University, and by the Computing Center and the Institute of Applied Mathematics of the USSR Academy of Sciences. The Bureau of IUTAM had allocated a considerable sum for partial financial support of young scientists attending the congress. The Thirteenth Congress was officially opened on Monday morning at the Kremlin Palace of Congresses by Academician N. 1. Muskhelishvili, President of the Congress, and Professor W. T. Koiter, President of IUTAM. Greeting addresses were offered by: Mr. K. N. Rudnev, Minister, member of the Council of Ministers of the USSR, Academician M. V. Keldysh, President of the USSR Academy of Sciences, Mr. L. N.

Developments in Theoretical and Applied Mechanics, Volume 3 presents papers on the proceedings of the Third Southeastern Conference on Theoretical and Applied Mechanics held in Columbia, S. Carolina on March 31-April 1, 1966. This standardization handbook has been developed and is being maintained as a joint effort of the Department of Defense and the Federal Aviation Administration. It provides guidelines and material properties for polymer (organic) and metal matrix composite materials. This handbook aims to provide a standard source of statistically-based mechanical property data, procedures, and overall materials guidelines for characterization of composite material systems. This volume provides methodologies and lessons learned for the design, manufacture, and analysis of composite structures and for utilization of the material data provided in Volume II consistent with the guidance provided in Volume I. It covers processes and effects of variability; quality control of production materials; design and analysis; structural behavior of joints and reliability; thick section composites; and supportability.

The third volume of this six-volume compendium provides methodologies and lessons learned for the design, analysis, manufacture, and field support of fiber-reinforced, polymeric-matrix composite structures. It also provides guidance on material and process specifications and procedures for using the data that is presented in Volume 2. The information provided is consistent with the guidance provided in Volume 1, and is an extensive compilation of the current knowledge and experiences of engineers and scientists from industry, government, and academia who are active in composites. The Composite Materials Handbook, referred to by industry groups as CMH-17, is a six-volume engineering reference tool that contains over 1,000 records of the latest test data for polymer matrix, metal matrix, ceramic matrix, and structural sandwich composites. CMH-17 provides information and guidance necessary to design and fabricate end items from composite materials. It includes properties of composite materials that meet specific data requirements as well as guidelines for design, analysis, material selection, manufacturing, quality control, and repair. The primary purpose of the handbook is to standardize engineering methodologies related to testing, data reduction, and reporting of property data for current and emerging composite materials. It is used by engineers worldwide in designing and fabricating products made from composite materials.

Following Volumes III and IV that dealt with the fracture mechanics of concrete emphasizing both material testing and structural application in general, it was felt that specimen size and loading rate effects for concrete require further attention. The only criterion that has thus far successfully linearized the highly nonlinear crack growth data of concrete is the strain energy density theory. In particular, the crack growth resistance curves plotting the strain energy density factor versus crack growth known as the SR·curves are straight lines as specimen size and loading steps or rates are altered. This allows the extrapolation of data and provides a useful design methodology. This book is unique in that it is devoted specifically to the application of the strain energy density theory to civil engineering structural members made of concrete. Analyzed in detail is the strain softening behavior of concrete for a variety of different components including the influence of steel reinforcement. Permanent damage of the material is accounted for each increment of loading by invoking the mechanism of elastic unloading. This assumption is justified in concrete structures where the effective stiffness depends primarily on the crack growth rate and load history. Crack growth data are presented in terms of SR-curves with emphases placed on scaling specimen size which alone can change the mode of failure from plastic collapse to brittle fracture. Loading rate effects can also be scaled to control failure by yielding and fracture.
