Jeffrey E. Cohen presents a detailed, quantitative study of the characteristics of presidential cabinets from the days of George Washington through the first Reagan administration. Dividing U.S. history into five party eras, he examines cabinet members' age, education, region, occupation, recruitment patterns, party affiliations, and relations with other branches and institutions of government. This study also addresses major theoretical issues: the Constitution never provided for a cabinet, although George Washington established it. Questions soon arose as to its functions, relation to Congress, and the rules and precedents guiding its activities. Cohen examines how the cabinet balanced representation and capability, and how, despite a lack of institutional authority, it has managed to survive through every administration.

Rural communities in Canada are facing a new reality where traditional economic bases such as agriculture, forestry, and manufacturing have eroded. The digital divide, whereby rural Canada lags in access to broadband, has created further barriers to participating in the emerging knowledge economy. Revitalizing Rural Economies offers practical tools for developers, business people, and community leaders. The result of a partnership between the Monieson Centre at Queen's School of Business and entrepreneurs, policy makers, economic development officials, and elected representatives from rural communities across southern Ontario, Revitalizing Rural Economies draws on four years of community-based research to provide strategies for economic revitalization. Integrating case studies and community development guidelines, the authors explore themes such as the building blocks for community economic development (CED), innovation, community assets, vibrant downtowns, social capital accumulation through collaboration and inclusion, and new opportunities for rural economies through creative and value-added businesses. Designed as a practical guide, this book serves as a primer to CED, while also allowing those familiar with the field to delve deeper. Case studies ground the discussion in the challenges and opportunities facing communities. The book provides ideas and resources to foster the long-term resilience of rural regions.

Political leaders need ministers to help them rule and so conventional wisdom suggests that leaders appoint competent ministers to their cabinet. This book shows this is not necessarily the case. It examines the conditions that facilitate survival in ministerial office and how they are linked to ministerial competence, the political survival of heads of government and the nature of political institutions. Presenting a formal theory of political survival in the cabinet, it systematically analyses the tenure in office of more than 7,300 ministers of foreign affairs covering more than 180 countries spanning the years 1696-2004. In doing so, it sheds light not only on studies of ministerial change but also on diplomacy, the occurrence of war, and the democratic peace in international relations. This text will be of key interest to students of comparative executive government, comparative foreign policy, political elites, and more broadly to comparative politics, political economy, political history and international relations.
