NASAâ€™s Human Exploration and Development of Space (HEDS) program within the Office of Space Flight has proposed a new framework for space technology and systems developmentâ€"Advanced Systems, Technology, Research, and Analysis (ASTRA) for future space flight capabilities. To assist in the development of this framework, NASA asked the National Research Council to convene a series of workshops on technology policy issues concerning the relationship of the various stakeholders in advancing human and robotic exploration and development of space. The first workshop, which is the topic of this report, focused on policy issues about the development and demonstration of space technologies. Four policy topicsâ€"selected by the project steering committee as the foci of this first workshopâ€"are discussed in the report: the rationale for human and robotic space exploration; technology as a driver for capability transformation; risk mitigation and perception; and international cooperation and competition.

The Farmer Field School (FFS) originated in the 1980s in the context of integrated pest management in Indonesian rice farming. With the hope that it is the remedy for agricultural extension system, FFS has been promoted as a tool for participatory learning and experimentation all over the world. This work results from a critical analysis of the introduction of the FFS concept into the agricultural innovation system in Uganda. Ideally, an FFS produces new technical knowledge in the context of application through the input of local human resources. The analysis, framed as a technography, shows that implementation and operation of an FFS is hugely complex. This detailed study of institutional factors, from the level of international donor organizations down to the level of local leadership and gender relations, and analysis of technical factors in different rural areas of Uganda makes clear that and FFS is more than a local tool for farmer participation in agricultural improvement. Implementation of a FFS requires adjustment of the agricultural innovation system at all levels and an integrated tackling of agricultural problems in order to meet its objectives. Isubikalu shows that it is imperative to 'demolish' existing organizational structures and create new ones, which align scientific with local structures to produce an appropriate people-centered system that is more responsive to agricultural and rural development. She provides stepping stones in redesigning FFS to fit the specific conditions in Uganda.

This second volume of papers dealing with scientific and ethical aspects of animal welfare covers a variety of topics and areas of inves tigation. Scholars have tended to portray T.H. Huxley, John Tyndall, and their allies as the dominant cultural authority in the second half of the 19th century. Defenders of Darwin and his theory of evolution, these men of science are often seen as a potent force for the secularization of British intellectual and social life. In this collection of essays Bernard Lightman argues that historians have exaggerated the power of scientific naturalism to undermine the role of religion in middle and late-Victorian Britain. The essays deal with the evolutionary naturalists, especially the biologist Thomas Henry Huxley, the physicist John Tyndall, and the philosopher of evolution, Herbert Spencer. But they look also at those who criticized this influential group of elite intellectuals, including aristocratic spokesman A. J Balfour, the novelist Samuel Butler, and the popularizer of science Frank Buckland. Focusing on the theme of the limitations of the cultural power of evolutionary naturalism, the volume points to the enduring strength of religion in Britain in the latter half of the 19th century.
