The decade since has witnessed all kinds of morbid symptoms, as all around the rich world, wages and productivity are stagnant, inequality is rising, and ecological systems are collapsing. Stolen is a history of finance-led growth and a guide as to how we might escape it. We've sat back as financial capitalism has stolen our economies, our environment and even the future itself. This paper describes the Heavily Indebted Poor Countries (HIPC) Initiative and suggests that it should enable HIPCs to exit from the debt-rescheduling process. It argues that implementation of the Initiative should eliminate debt as an impediment to economic development and growth and enable HIPC governments to focus on the difficult policies and reforms required to remove the remaining impediments to achieving sustainable development. The paper describes the implementation of the Initiative through the end of September 1998.

Excerpt from Debt and Grace: As Related to the Doctrine of a Future Life With respect to our lost condition, the Psalmist might, then, Well ask: What is man, that Thou art mindful of him? Or the son of man, that Thou visitest him? The answer seems hardly to agree with the fact. Thou hast made him a little lower than the angels, and hast crowned him with glory and honor. Thou madest him to have dominion over the works of thy hands. Thou hast put all things under his feet. The passage can only be explained as a prophecy of Christ. This is required by the true sense of one important word, and is so understood by the writer of the Epistle to the Hebrews. As if he had said: Thou hast reduced him (the Son of Man) to be lower than the angels, i and him hast thou crowned with glory and honor. He is born king of the Jews; he is King over all. Under his in him, under the feet of Mankind, dost thou put all things. The subjection is not yet complete; but we see the One who was made a little lower than the angels, even Jesus, crowned, for his suffering of death, with glory and honor, that, as a free gift of God, he might taste death for all men. It is the right of those who receive him to become the sons of God. He is the Captain of their salvation, leading them on to their proper dignity and final glory; sharing their nature that he might call them brethren; destroying him that had the power of death, the fear of which was a life-long bondage triumphing over the grave, that he might Show them the path of life; and opening the gates of the Heavenly City to all who should prove worthy of its citizenship, and its crown of righteousness. World Bank Technical Paper 245. This document was designed primarily for staff of newly established debt management institutions within governments that are launching borrowing programs, and discusses the entire range of external debt management. Topics include the organizational procedures for negotiating foreign loans and credits, the control and coordination of borrowing decisions, risk management, the administration of new loans, and external debt accounting and statistics. Basic accounting principles are reviewed and the use of computers explored. The authors stress that the government unit with responsibility for meeting future debt service obligations should also play a major role in decisions regarding foreign borrowing. Reporting statistics on external debt is a crucial part of a country's relationship with the World Bank and other donors. The Bank has formal requirements for debt reporting by member nations and accurate accounting is a prerequisite to having loans considered by the Bank's Executive Board.
